Prototype wind turbines can now sell power to DISCOMs under revised MNRE rules
The Ministry of New and Renewable Energy (MNRE) has amended the Revised Guidelines for Installation of Prototype Wind Turbine Models issued on June 12, 2025. The changes introduce provisions for power off-take from prototype wind turbines and revise the listing requirement for their installation.
The amendments have been issued through an Office Memorandum with the approval of the competent authority.
Power off-take
Under the revised guidelines, a maximum of three prototype wind turbines for each wind turbine model will continue to be permitted for synchronisation and commissioning.
The amendment adds that the scheduled power generated from prototype wind turbine models may be purchased by distribution companies (DISCOMs) or any other entity at a mutually agreed tariff or at a tariff regulated by the Central Electricity Regulatory Commission (CERC) or the concerned State Electricity Regulatory Commission (SERC).
The earlier guidelines permitted the synchronisation and commissioning of up to three prototype turbines but did not specify a framework for the sale of electricity generated by these units.
Listing requirement
The Ministry has also revised the requirement related to the installation of prototype wind turbines.
Under the amended provision, installation of prototype wind turbines will not be allowed until the wind turbine model is included in the Approved List of Models and Manufacturers (ALMM) for wind.
The earlier provision stated that serial production and installation of prototype wind turbines would not be allowed until the model was included in the Revised List of Models and Manufacturers (RLMM). The amendment replaces the RLMM reference with the ALMM (Wind) framework.
Other provisions
MNRE has clarified that all other provisions of the Revised Guidelines for Installation of Prototype Wind Turbine Models dated June 12, 2025, remain unchanged.
