SECI cancels 4.5 GW offshore wind tenders

The Solar Energy Corporation of India (SECI) has cancelled two offshore wind tenders with a combined capacity of 4.5 GW, citing low developer participation.
The first was a Request for Selection (RfS) issued on 2 February 2024 for 4,000 MW of offshore wind projects through allocation of sea-bed lease rights. The second, issued on 13 September 2024, was a 500 MW project off the Gujarat coast, designed to receive Central Financial Assistance under the Viability Gap Funding (VGF) scheme.
Analysts noted that the cancellations highlight broader market barriers, with developers showing limited interest despite VGF support. Offshore wind in India continues to face challenges around project bankability, grid integration, and supporting infrastructure.
The decision follows recent government efforts to revive momentum. In June 2025, Union Minister for New and Renewable Energy Pralhad Joshi announced plans for a new offshore wind tender of up to 4 GW and released two policy documents: the Wind Energy Roadmap and the Manufacturing Roadmap. In July 2025, the Ministry of Power also approved transmission infrastructure to connect a planned 500 MW offshore wind project in Gujarat, targeted for commissioning by March 2029.
