Rajasthan issues SOP for BESS first-time charging under RE policy

Rajasthan has introduced a Standard Operating Procedure (SOP) for the First Time Charging (FTC) of Battery Energy Storage Systems (BESS) integrated with renewable energy (RE) projects under the Rajasthan Integrated Clean Energy Policy 2024. The framework applies to both commissioned and upcoming projects, including captive and other categories.

The SOP builds on an earlier procedure issued for RE connectivity to Rajasthan Rajya Vidyut Prasaran Nigam Limited (RVPN) Grid Sub-Stations (GSS) prior to FTC. The latest notification has been issued in continuation of an office letter dated January 7, 2026.

RVPN has detailed the procedures for FTC of BESS installations linked to RE projects under the policy framework. The SOP is applicable irrespective of project commissioning status and is intended to standardise processes across different project categories.

As per Annexure-2, the SOP outlines the execution process for FTC of BESS integrated with RE systems. Under Annexure-B, developers are required to conduct specified tests and simulations involving BESS, in line with requirements referenced in the January 7, 2026 communication on RE connectivity to RVPN GSS.

Developers are also required to submit reports demonstrating compliance with Central Electricity Authority (CEA) Grid Connectivity Standards and other applicable statutory guidelines.
