CTUIL issues draft procedure for changing declared renewable energy source

The Central Transmission Utility of India Limited (CTUIL) has issued a draft procedure that sets out the conditions for power projects to change their declared renewable energy source after receiving grid connectivity approval. CTUIL has asked stakeholders to submit comments by 27 December 2025.
CTUIL released the Draft Detailed Procedure for Approval of Change in Renewable Energy Source(s) for Projects with Granted Connectivity on 11 December 2025. The document has been framed under the Central Electricity Regulatory Commission Connectivity and General Network Access Regulations 2022.
The procedure covers generation projects with or without Energy Storage Systems that intend to alter their solar, wind or hybrid source mix after receiving in principle or final connectivity approval. The draft states that any change cannot increase the granted connectivity quantum in MW.
The draft sets narrow eligibility conditions. Projects must apply within 18 months of receiving in principle connectivity or 18 months before the firm’s start date of connectivity. The provision is allowed only once for a project and only for facilities that are not yet commissioned or injecting power into the grid.
Applications will be filed through the National Single Window System portal. CTUIL may reject requests if grid margins at the interconnection point are insufficient for the new source or if the proposal is technically unfeasible. CTUIL has not proposed any application fee.
If approved, the applicant must submit updated technical connection data for the revised source configuration within one year before the scheduled commissioning date. The applicant must also sign a modified connectivity agreement within 30 days.
