REC incorporates three transmission SPVs, issues RFP for Sakoli project

REC Limited has disclosed the incorporation of three new special purpose vehicles (SPVs) between 19 December 2025 and 20 December 2025. The entities have been set up through its wholly owned subsidiary REC Power Development and Consultancy Limited REC Power Development and Consultancy Limited (RECPDCL) to implement intra-state transmission projects in Maharashtra.  

Balsane Power Transmission Limited was incorporated on 18 December 2025. The company has been created for the establishment of the 765/400/220 kV AIS Balsane project in Dhule district.

Ambernath Power Transmission Limited was incorporated on 19 December 2025. Its purpose is the establishment of the 400/220 kV GIS Ambernath project in Thane district.

Musalgaon Power Transmission Limited was incorporated on 20 December 2025. The company has been formed for the establishment of the 220/132/33 kV AIS Musalgaon project in Nashik district.

Each entity has an authorised and paid up capital of Rs 5,00,000. The incorporation of these special purpose vehicles follows a Government of Maharashtra order dated 03 October 2025. Under this order, RECPDCL was appointed as the Bid Process Coordinator for the identified intra state transmission projects under the tariff based competitive bidding framework.

The projects are intended to strengthen Maharashtra’s intra-state transmission network and support grid reliability across Dhule, Thane and Nashik districts.

Separately, RECPDCL has initiated the tariff-based competitive bidding (TBCB) process for the selection of a transmission service provider for the project titled “Establishment of 400/220/132 kV AIS Sakoli (Dist. Bhandara).” The request for proposal was issued on 16 December 2025. RECPDCL was appointed as BPC for this project through a Maharashtra government gazette notification dated 09 April 2025.

The Sakoli project will be developed on a build, own, operate and transfer basis. The selected transmission service provider will be responsible for financing, design, engineering, procurement, construction, commissioning, operation and maintenance of the project for 35 years from the commercial operation date, after which the assets will be transferred to the Maharashtra State Transmission Utility at zero cost.

The scope includes construction of a new 400/220/132 kV air insulated substation at Sakoli in Bhandara district, along with associated transmission lines. This includes line in line out of both circuits of the existing 400 kV Wardha Raipur double circuit line, a new 220 kV double circuit line to the existing Bhandara substation, and three 132 kV double circuit lines to Deori, Sakoli and Morgan Arjuni substations. The scheduled commercial operation date is 24 months from the effective date, with all elements to be commissioned simultaneously.

According to the request for proposal, the project is aimed at addressing reliability constraints in the radial transmission network of Bhandara and Gondia districts by creating a strong interconnection between the interstate and intra state transmission systems. The scheme was approved in the seventh meeting of the state empowered committee held on 12 March 2025. The deadline for online bid submission is 17 February 2026.
