Six bidders qualify for Gujarat’s Lakadia-A transmission project

PFC Consulting Limited (PFCCL), the Bid Process Coordinator, has qualified six bidders for the opening of initial price bids for the Inter-State Transmission System (ISTS) project to evacuate renewable energy from Gujarat. The project, titled “Common Transmission System for evacuation of power from Lakadia (Phase-II: 7.5 GW), Jam Khambhaliya (Phase-II: 5.5 GW) and Jamnagar (Phase-I: 1 GW) – Part-A”, will be implemented under the Tariff-Based Competitive Bidding (TBCB) route on a Build, Own, Operate and Transfer (BOOT) basis.

The scheme is housed under Lakadia A Power Transmission Limited, a special purpose vehicle (SPV) currently owned by PFCCL. It forms part of a larger transmission programme to evacuate 14 GW of renewable energy from Gujarat, with an envisaged investment of around Rs 24,000 crore.

Qualified bidders

The six qualified bidders are Resonia Limited, Power Grid Corporation of India Limited, Dineshchandra R. Agrawal Infracon Private Limited, Dilip Buildcon Limited, Anantgrid Projects One Private Limited and Adani Energy Solutions Limited.

Anantgrid Projects One Private Limited is the only new participant among the six qualified bidders. The company was incorporated on March 30, 2026, according to records with the Ministry of Corporate Affairs. It is likely linked to AnantGrid Private Limited, a transmission platform backed by the National Investment and Infrastructure Fund (NIIF). Bajel Projects Limited entered into a collaboration agreement with AnantGrid and NIIF in March 2026 to explore opportunities in the power transmission sector.  

The Request for Proposal (RFP) documents were issued on March 25, 2026, while technical bids were opened on July 17, 2026.

Project scope

The project has an estimated cost of Rs 2,252 crore and is designed to facilitate the transfer of renewable power from Lakadia, Jam Khambhaliya and Jamnagar to load centres in South Gujarat and Maharashtra.

The scope includes augmentation works at the South Olpad Gas-Insulated Switchgear (GIS) substation, construction of the Vadodara (GIS)-Halvad 765 kV double-circuit transmission line, installation of 765 kV line bays at Vadodara (GIS), and deployment of switchable line reactors at Vadodara and Halvad.

All transmission assets are required to be commissioned within 36 months from the effective date of the Transmission Service Agreement (TSA). The bidding documents require simultaneous commissioning of all project elements, with transmission charges becoming payable only after all pre-required assets have been commissioned.

The successful bidder will be selected through the TBCB process, which culminates in an e-reverse auction. The selected developer will acquire 100% equity in the project SPV at an acquisition price to be notified by PFCCL 20 days before the bid submission deadline.
