MoP phases local content norms for LCC-HVDC substations to 2035
The Ministry of Power (MoP) has revised Minimum Local Content (MLC) requirements for Line Commutated Converter (LCC)-type High Voltage Direct Current (HVDC) substations, replacing the earlier flat 60% mandate with a phased schedule extending to 2035.
The order, dated April 30, 2026, amends a 2021 notification issued under the Public Procurement (Preference to Make in India) framework. Under the revised structure, MLC thresholds are set at 30% until March 31, 2028; 40% from April 2028 to March 2030; 50% from April 2030 to March 2032; and 60% from April 2032 to March 2035.
The ministry has cited the complexity of HVDC substation equipment and the time required to build domestic manufacturing capacity and supply chains as the basis for the change. The phased approach is intended to provide a defined transition period for industry to meet higher localisation levels.
All other provisions of the 2021 order and subsequent amendments remain unchanged. The revised notification has been circulated to ministries, state governments, central public sector enterprises, and regulatory bodies.
