MNRE tightens payment rules, revises committee structure under PM-Surya Ghar

The Ministry of New and Renewable Energy (MNRE) has issued two office memoranda dated October 6, 2025, revising procedures under the PM-Surya Ghar: Muft Bijli Yojana. The updates focus on the payment mechanism for the Utility Led Aggregation (ULA) model and the structure of the scheme’s awareness committee.
Under the new payment rule, Central Financial Assistance will be released only after the successful installation, inspection, and commissioning of rooftop solar systems. No advance payments will be allowed. All fund transfers will be made directly to verified vendor accounts through the National Portal after approval by REC Limited, the National Programme Implementation Agency.
To improve coordination on outreach activities, MNRE has restructured the Awareness and Outreach Committee, chaired by the Mission Director of the scheme. REC Limited will be represented by its Executive Director. The Central Bureau of Communication replaces the National Film Development Corporation on the committee.
