MNRE sets fees for ALMM wind turbine component listings

The Ministry of New and Renewable Energy (MNRE) has issued a circular dated April 13, 2026, formalising application fees for inclusion and updates under the Approved List of Models and Manufacturers for Wind Turbine Components (ALMM-WTC).

Under the revised structure, inclusion of a new component model or updating an existing model based on revised type certificate documents will require a fee of Rs 3 lakh per model, per major component, per manufacturing location. This category involves a physical inspection of the manufacturing facility. Covered components include blades, main bearings, pitch and yaw bearings, gearboxes, generators, and towers.

For applications involving multiple models requiring a single site visit, the fee is calculated as Rs 1.5 lakh multiplied by the number of models, plus a fixed Rs 1.5 lakh. For wind turbine components with capacity up to 1 MW, the applicable fees are reduced by 50%.

Updates based on document changes alone, such as revised ISO certifications that do not involve type certificate modifications, will attract a flat fee of Rs 50,000. These cases do not require physical inspection.

Fees are to be paid to the National Institute of Wind Energy (NIWE), which is responsible for processing applications, managing the portal, and conducting inspections under the ALMM framework. Payments can be made through NEFT, RTGS, or net banking.

The fee structure for wind turbine model listings under ALMM-Wind continues to be governed by a separate circular issued in 2019. The standard operating procedure (SOP) for both ALMM lists was last updated in October 2025.
