MNRE exempts select PM Surya Ghar projects from ALMM-II norms

The Ministry of New and Renewable Energy (MNRE) has clarified that residential net-metering consumers under the “Give It Up” category of the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY) will be exempt from the applicability of Approved List of Models and Manufacturers (ALMM) List-II requirements for solar photovoltaic (PV) cells, subject to specified conditions.

The exemption will remain valid until March 31, 2027, which is the current end date of the scheme. It applies only to residential rooftop solar projects that opt for net metering and voluntarily forgo Central Financial Assistance (CFA) through the “Give It Up” option on the PMSG National Portal.

Under the clarification, eligible consumers will not be required to submit a separate application on the Domestic Content Requirement (DCR) Portal of the National Institute of Solar Energy (NISE) to avail of the exemption.

Clarification issued

The clarification was issued through Office Memorandum No. 318/84/2024-Grid Connected Rooftop-Part(3). It follows representations seeking clarity on the interaction between the ALMM List-II guidelines issued on May 25, 2026, and the PMSG: MBY guidelines issued on June 7, 2024.

MNRE stated that a harmonious reading of both sets of guidelines supports the limited exemption for projects falling under the “Give It Up” category.

Scope limited

The Ministry clarified that all other rooftop solar projects outside this category will continue to be governed by the existing ALMM-II requirements.

The memorandum has been circulated to all State Energy Secretaries, distribution companies (DISCOMs), Rural Electrification Corporation Limited (REC), and members of the relevant expert committee for compliance.
