MNRE clarifies ALMM List-II exemption for rooftop solar projects

The Ministry of New and Renewable Energy (MNRE) has clarified the procedure for rooftop solar projects installed before June 1, 2026, but not yet commissioned under net-metering, to seek exemption from Approved List of Models and Manufacturers (ALMM) List-II requirements for solar photovoltaic (PV) cells.

In an office memorandum issued on June 15, 2026, MNRE said eligible projects can apply for exemption through a dedicated portal. Applicants will be required to submit GIS-tagged site photographs, invoices, daily installation reports, and self-certification confirming that 100% of the required modules had been installed at the project site before June 1, 2026.

One-month window

MNRE said the relaxation window will remain open for one month until July 15, 2026. All such projects are required to achieve commissioning within this period.

The ministry clarified that the June 1, 2026 effective date for ALMM List-II applicability remains unchanged and that the measure is intended only for a limited transitional situation.

MNRE also stated that no applications will be considered after the one-month period ends.

Interim commissioning

According to the memorandum, distribution companies (DISCOMs) may permit interim commissioning of projects using modules listed under ALMM List-I while exemption applications are under examination.

DISCOMs have also been directed to verify project eligibility, document reasons for commissioning delays, and maintain detailed verification records.

MNRE said all other provisions of its May 25, 2026 order will continue to remain in force.
