The Gujarat Energy Development Agency (GEDA) has introduced a comprehensive Standard Operating Procedure (SOP) for off-grid solar, wind, and wind-solar hybrid projects, with or without storage. This initiative is part of the Gujarat Renewable Energy Policy – 2023, aimed at facilitating Renewable Purchase Obligation (RPO) compliance and expanding access to clean energy solutions.
Key Highlights of the SOP:
- Facilitating RPO Compliance: The SOP aims to help entities that are not connected to the state grid meet their RPO targets by enabling the adoption of independent off-grid renewable energy systems. This is particularly beneficial for industries and businesses in remote areas.
- Promoting Energy Independence: The policy encourages the deployment of diverse renewable energy technologies, including solar, wind, and hybrid systems, to enhance energy security and reduce dependence on fossil fuels.
- Streamlined Registration Process: The procedure for provisional registration, development permission, and commissioning of off-grid projects has been simplified. Developers can apply online through GEDA’s RE portal, with fees adjusted against final registration costs.
- No Grid Connection Allowed: The SOP mandates that off-grid projects must not be physically connected to the state grid. Developers must submit an undertaking to this effect, ensuring that the energy generated is used solely for captive or third-party purposes within the premises.
- Technical and Safety Standards: Developers must obtain approvals for electrical drawings and installations from the Chief Electrical Inspector (CEI) or Central Electricity Authority (CEA). Energy generation meters will be sealed by DISCOM to ensure compliance.
- Monthly Generation Reporting: Off-grid project owners are required to submit monthly generation data certified by CEI to GEDA for RPO compliance.
- Adherence to MNRE Guidelines: The projects must comply with the Ministry of New and Renewable Energy (MNRE) guidelines for wind and hybrid projects, ensuring alignment with national standards.
Application Process:
- Provisional Registration: Developers must apply online through GEDA’s RE portal, paying a fee of Rs 50,000 plus GST for wind and hybrid projects, and Rs 10,000 plus GST for solar projects.
- NOC from DISCOM/GETCO: A No Objection Certificate (NOC) from the concerned DISCOM or GETCO is required, confirming that the project will not be connected to the grid.
- Final Registration: After obtaining the NOC and legal possession of the land, developers can apply for final registration, submitting a Detailed Project Report (DPR) and other necessary documents.
- Commissioning: Once the project is commissioned, GEDA will witness the site and issue a certificate for energy generation.
Financial Implications:
- Development Application Fees: For wind and hybrid projects, fees range from Rs 0.3 million (up to 25 MW) to Rs 1.8 million (above 100 MW). For solar projects, the fee is Rs 13,000 for less than 1 MW and Rs 26,000 per MW for 1 MW and above.
- GST: An 18% GST is applicable on all fees.
