93 GW renewable backlog triggers government action on unsigned PPAs and PSAs

The Ministry of Power has instructed Renewable Energy Implementing Agencies (REIAs) to close or cancel pending renewable energy bids and Letters of Award (LoAs) by November 30, 2025, where Power Purchase Agreements (PPAs) or Power Sale Agreements (PSAs) cannot be signed. The move follows a review chaired by Secretary (Power) Pankaj Agarwal on October 17, 2025. Since FY 2023-24, REIAs have tendered 93 GW, but only 23 GW have signed PPAs or PSAs, leaving 42 GW unresolved. The ministry has permitted REIAs to execute PPAs independently and ordered discontinuation of the “Green Shoe Option.” Penalty recoveries will now go directly to state discoms, and SECI may pilot a renewable project under a Bilateral Contract Settlement mechanism.

RWE begins construction of Germany’s largest battery storage facility

RWE has begun building a 400 MW, 700 MWh battery energy storage facility at its former Gundremmingen nuclear site in Bavaria. The €230 million project will use existing grid infrastructure to stabilise renewable generation and includes plans for a 55-hectare solar park. The facility will host about 850,000 lithium-iron phosphate cells and over 100 ultra-fast inverters. Commercial operations are scheduled for early 2028, enabling continuous 400 MW supply for nearly two hours. RWE said the project reflects its plan to repurpose former nuclear sites for clean energy.
