Yunlin offshore wind project begins commercial operations in Taiwan

Author: PPD Team Date: August 26, 2025

The 640 MW Yunlin offshore wind farm developed by Yunneng Wind Power Co. Ltd. has commenced commercial operations in the Taiwan Strait.

The facility consists of 80 wind turbines spread across an 82 square kilometre area, situated 8 to 17 km from Taiwan’s west coast, in waters between 7 and 35 metres deep. The project has secured all necessary licences and regulatory clearances, while meeting obligations under its financing agreements.

With operations underway, TotalEnergies is responsible for technical operations management, and Skyborn Renewables will continue to oversee general management. The wind farm completed its grid connection in January 2025 and is expected to generate about 2,400 GWh annually, cutting an estimated 1.2 million tonnes of carbon emissions each year.

Yunneng Wind Power Co. Ltd. is a joint venture of Skyborn, TotalEnergies, EGCO Group, and Sojitz Corporation. The output is supplied to Taiwan Power Company under two 20-year power purchase agreements. Electricity reaches the grid through substations located near Taixi and Sihu townships in Yunlin County.

Taiwan, which relies heavily on energy imports, is shifting its power mix by expanding renewable and natural gas capacity, while reducing coal and nuclear generation. The government is promoting offshore wind and solar development as part of its 2050 net-zero emissions strategy. State-owned Taipower leads power generation, while CPC focuses on hydrocarbons.

Recent developments in Taiwan’s power sector include Ørsted’s final investment decision on the 632 MW Greater Changhua 2 offshore wind project in July 2025, and the commissioning of the first 1.3 GW unit at the 4 GW Hsinta combined-cycle gas plant earlier that month.
