RECPDCL seeks bidders for Mirzapur and Greater Noida transmission lines
REC Power Development and Consultancy Limited (RECPDCL), acting as the Bid Process Coordinator (BPC), has invited bids for two transmission projects in Uttar Pradesh, covering power evacuation infrastructure for upcoming generation capacity in Mirzapur and a new 400/220 kV substation at Sector-28 in the Yamuna Expressway Industrial Development Authority (YEIDA) area of Gautam Buddha Nagar. Both projects will be developed on a build, own, operate, and transfer (BOOT) basis, with the respective Transmission Service Providers (TSPs) to be selected through tariff-based competitive bidding.
Mirzapur scheme
The first project involves the development of intra-state transmission infrastructure associated with the 765/400 kV Mirzapur Pooling (AIS) Substation. The scheme is intended to facilitate reliable and secure evacuation of power from upcoming generation projects in Mirzapur district, including the 2×800 MW thermal power project being developed by Mirzapur Thermal Energy and renewable energy projects planned by JSW Neo Energy and Adani Saur Urja, while also strengthening the regional transmission network.
The Mirzapur transmission scheme comprises three line elements. These are a 400 kV double-circuit transmission line connecting the Mirzapur Pooling Substation with Mirzapur Thermal Energy, a 400 kV double-circuit line connecting the substation to Sahupuri, and a 765 kV double-circuit line between Bara and the Mirzapur Pooling Substation.
The overall project is targeted for commercial operation by September 30, 2029. The selected TSP will be responsible for developing and operating the transmission assets for a 35-year transmission service tenure, following which the assets will be transferred to the State Transmission Utility at zero cost.
YEIDA substation
The second project covers the establishment of a 400/220 kV, 3×500 MVA gas-insulated substation (GIS) at Sector-28 in the YEIDA area of Gautam Buddha Nagar. The project is intended to meet anticipated power demand of 220 MW to 1,320 MW arising from the proposed Electronics Manufacturing Cluster, Medical Device Park, Film City, Data Centers and other industrial units in the Greater Noida/Yamuna Authority area, in addition to strengthening the regional transmission network.
The Sector-28 project includes the GIS substation with a 125 MVAr bus reactor and associated bays and transmission lines. Its scope comprises three 500 MVA ICT bays, four 400 kV feeder bays, one 400 kV bus coupler, one 400 kV bus reactor bay, three 220 kV ICT bays, two 220 kV interconnecting bays and eight 220 kV feeder bays.
The project also includes the 400 kV Aligarh PG (765) – YEIDA Sector-28 double-circuit line with Quad Moose conductor and two 400 kV feeder bays at the 765/400 kV Aligarh substation. UPPTCL will provide adequate land for the substation free of cost, with the land to be handed over on an “as is where is” basis. The TSP will bear the cost of the boundary wall, estimated at approximately Rs 20.71 crore, including GST.
The scheduled commercial operation date for the overall Sector-28 project is 18 months from the effective date. The transmission service tenure will be 35 years, after which the assets will be transferred to the State Transmission Utility at zero cost.
Bidding process
For both projects, bidding will be conducted through an electronic platform managed by MSTC Limited, with technical and financial bids submitted online. TSP selection will be based on compliance with the prescribed qualification requirements and the lowest transmission charges discovered through an e-reverse auction.
The successful bidder for each project will acquire 100% equity in the respective project-specific special purpose vehicle (SPV), with the acquisition price to be intimated by the BPC. The selected TSPs will also be responsible for obtaining the required transmission licences from the Uttar Pradesh Electricity Regulatory Commission and complying with applicable regulations, technical standards and other statutory requirements.
For the Mirzapur Pooling scheme, the bid submission deadline is October 27, 2026. For the YEIDA Sector-28 project, the bid submission deadline is November 2, 2026.
