RECPDCL invites bids for transmission projects in Maharashtra, Bihar
REC Power Development and Consultancy Limited (RECPDCL), a wholly-owned subsidiary of REC Limited, has invited bids to select Transmission Service Providers (TSPs) for two intra-state transmission projects in Maharashtra and Bihar through Tariff-Based Competitive Bidding (TBCB).
The Maharashtra project involves development of a 765/400/220 kV Air Insulated Substation (AIS) at Alkud-II/Jath in Sangli district to support renewable energy evacuation in southern Maharashtra. The Bihar project will develop the transmission system required to evacuate power from the 3×800 MW Super Thermal Power Plant (STPP) at Pirpainti in Bhagalpur.
Both projects will be implemented on a Build, Own, Operate and Transfer (BOOT) basis, with a concession period of 35 years from the Scheduled Commercial Operation Date (COD). The assets will be transferred to the respective State Transmission Utility (STU) or State Government at zero cost after the concession period.
Maharashtra project
The Government of Maharashtra appointed RECPDCL as the Bid Process Coordinator (BPC) for the Alkud-II/Jath project through a Gazette Notification dated July 10, 2026.
The project centres on a new 765/400/220 kV substation at Alkud-II/Jath, comprising 6,000 MVA of 765/400 kV transformation capacity and 1,000 MVA at 400/220 kV, along with associated transmission lines.
The network will connect Alkud-II/Jath with the existing Alkud substation and the proposed Kandalgaon substation. It will also integrate the new facility with the Satara–Kolhapur, Jath–Mhaishal and Vita–Khanapur transmission corridors, along with 220 kV connections to Ghatnandre and Wayphale substations.
The project is scheduled for completion within 24 months from the Effective Date.
The Alkud-II/Jath substation is envisaged as a major Renewable Energy (RE) evacuation hub for integrating large-scale solar, wind and hybrid renewable energy projects in southern Maharashtra. It forms part of the transmission infrastructure required to support Renewable Purchase Obligations (RPO) and the State Government’s clean energy objectives.
Bihar project
In Bihar, RECPDCL is seeking a TSP to develop the intra-state transmission system for evacuation of power from the 3×800 MW STPP at Pirpainti in Bhagalpur. The Government of Bihar appointed RECPDCL as BPC through Gazette Notification No. 449 dated May 7, 2026.
The project involves establishment of four Gas Insulated Substations (GIS) at Jhanjharpur, Bethauli, Begusarai and Begusarai Town, along with associated 400 kV, 220 kV and 132 kV transmission lines.
A 400/220/132 kV substation will be developed at Jhanjharpur in Madhubani, while Bethauli in Darbhanga will receive a 220/132/33 kV substation. The project also includes a 400/220 kV substation at Begusarai and a 220/33 kV facility at Begusarai Town.
The transmission network will provide 400 kV connectivity from Pirpainti to Jhanjharpur and Begusarai, along with a Begusarai–Bakhtiyarpur link. Additional 220 kV and 132 kV infrastructure will connect the new substations with the existing state transmission network.
The Bihar project has a Scheduled COD of December 31, 2028. North Bihar Power Distribution Company Limited (NBPDCL) has been allocated 46.00% of the transmission capacity, while South Bihar Power Distribution Company Limited (SBPDCL) has been allocated 54.00%.
Bidding timeline
RECPDCL issued the Request for Proposal (RFP) documents for both projects on July 29, 2026. Pre-bid meetings are scheduled for August 24, 2026, and bids are due on September 30, 2026.
The projects are being tendered under the Ministry of Power’s “Tariff Based Competitive Bidding Guidelines for Transmission Service” and “Guidelines for Encouraging Competition in Development of Transmission Projects”.
