Power Ministry allows curtailed RE under T-GNA to charge co-located BESS
The Ministry of Power (MoP) has clarified that renewable energy (RE) projects awarded under applicable bidding guidelines can utilize power curtailed under Temporary General Network Access (T-GNA) for charging co-located Battery Energy Storage Systems (BESS), with the stored energy permitted to be sold to any entity.
The clarification was issued through a letter dated August 27, 2026, following representations from renewable energy developers seeking an enabling framework to utilize RE generation curtailed due to T-GNA constraints. The Ministry said the measure is intended to facilitate optimum utilisation of RE generation.
Key provisions
Under the clarification, RE projects awarded under applicable bidding guidelines can use renewable energy curtailed under T-GNA to charge an additional co-located BESS that is not covered under the existing Power Purchase Agreement (PPA) or Power Sale Agreement (PSA).
The stored energy can subsequently be sold to any entity through power exchanges or through any other arrangements. The clarification also states that a No-Objection Certificate (NOC) from the End Procurer(s) or Intermediary Procurer will not be required for the storage and subsequent sale of such curtailed RE.
Background
The clarification refers to a Ministry of New and Renewable Energy (MNRE) Office Memorandum dated July 22, 2026, concerning representations from RE developers seeking an enabling clarification for utilizing RE curtailed under T-GNA for charging BESS and permitting the sale of the stored energy.
The Ministry’s directive has been circulated to all State Governments/Union Territories (UTs), the Central Electricity Regulatory Commission (CERC), State Electricity Regulatory Commissions, all Central Public Sector Undertakings (CPSUs) under the administrative control of the MoP, and various industry associations.
These include the Federation of Indian Chambers of Commerce and Industry (FICCI), the Associated Chambers of Commerce and Industry of India (ASSOCHAM), the Indian Captive Power Producers Association, and renewable energy industry bodies including the National Solar Energy Federation of India (NSEFI), Wind Independent Power Producers Association (WIPPA), Indian Wind Turbine Manufacturers Association (IWTMA), and Solar Power Developers Association (SPDA).
