PFCCL incorporates SPV for Satara pumped storage transmission project
PFC Consulting Limited (PFCCL), a wholly owned subsidiary of Power Finance Corporation Limited (PFC), has incorporated Satara Power Transmission Limited as a wholly owned subsidiary for the implementation of the “Network Expansion Scheme in Western Region to cater to pumped storage potential near Satara (up to 4500 MW) – Part A.”
The transmission scheme has been planned to facilitate the evacuation of power from proposed pumped storage projects with a cumulative potential of up to 4,500 MW in the Satara region of Maharashtra.
The proposed transmission infrastructure will strengthen the Inter-State Transmission System (ISTS) to accommodate the planned capacity additions.
The Ministry of Power, through a Gazette Notification dated March 24, 2026, appointed PFCCL as the Bid Process Coordinator (BPC) for selecting a Transmission Service Provider (TSP) under the Tariff-Based Competitive Bidding (TBCB) route for the project.
Under the TBCB guidelines, the BPC is responsible for preparing the project profile and undertaking preliminary activities, including surveys, preparation of project reports and initiation of land acquisition and forest clearance, wherever required.
The transmission scheme will be implemented in two phases. Phase-I has been planned to support 1,800 MW of pumped storage capacity. The scope includes the establishment of a 765 kV level at the Kolhapur (PG) gas insulated substation (GIS), development of a new 765/400 kV substation at Satara, and loop-in loop-out (LILO) of the Pune-III–Pune (East) 765 kV double-circuit transmission line. The Scheduled Commercial Operation Date (SCOD) for Phase-I is March 31, 2029.
Phase-II will expand the evacuation capacity to 4,500 MW through the addition of a Kolhapur-Satara 765 kV D/C transmission line and further transformation capacity. This phase is targeted for completion by December 31, 2029.
PFCCL has already floated the Request for Proposal (RFP) for the selection of a TSP to implement the project. The successful bidder will be responsible for developing, owning, operating and maintaining the transmission assets in accordance with the terms of the bidding documents.
