PFCCL incorporates SPV for 765 kV Kushtagi transmission project in Karnataka
Power Finance Corporation Limited (PFC) subsidiary PFC Consulting Limited (PFCCL) has incorporated Kushtagi Transmission Limited as a Special Purpose Vehicle (SPV) for the development of a 765 kV transmission system in Koppal district, Karnataka.
The SPV has been established as a wholly owned subsidiary of PFCCL for the project identified as “Transmission system for 765kV Kushtagi in Koppal District.” It will undertake preparatory activities before being transferred to the developer selected through Tariff-Based Competitive Bidding (TBCB).
The project includes the establishment of a 3×1500 MVA, 765/400 kV substation at Kushtagi Taluk in Koppal district, along with associated transmission lines.
Bid process
The Ministry of Power has nominated PFCCL as the Bid Process Coordinator (BPC) for selecting a developer for the Independent Transmission Project (ITP) through TBCB.
As BPC, PFCCL is responsible for preparatory work required under the competitive bidding guidelines, including project profiling, survey and report preparation, land acquisition activities and initiation of forest clearance processes.
The State Empowered Committee on Transmission ratified PFCCL’s nomination as BPC at its 07th meeting held on August 29, 2025. The Karnataka Energy Department subsequently conveyed its approval through Government Order No. Energy 73 PPT 2024 dated October 18, 2025.
Kushtagi Transmission Limited has been incorporated to facilitate these activities and the competitive bidding process for the transmission scheme.
GIS Data Solutions has been declared the successful bidder for the technical consultancy assignment covering survey and preparation of the report for the “Establishment of 3×1500 MVA, 765/400 kV Sub-station at Kushtagi Taluk, Koppal District and associated transmission lines.”
Following completion of the international competitive bidding process under the TBCB Guidelines, the SPV will be transferred to the successful bidder. The selected developer will then be responsible for the subsequent development and execution of the transmission project.
