NHPC, GUVNL sign PPAs for Sawalkot and Kamala hydro projects

NHPC secures 40-year PPAs with GUVNL for 3,576 MW hydropower projects

NHPC Limited and Gujarat Urja Vikas Nigam Limited (GUVNL) have signed two Power Purchase Agreements (PPAs) for the supply of electricity from the 1,856 MW Sawalkot Hydro Electric Project in the Union Territory of Jammu & Kashmir and the 1,720 MW Kamala Hydro Electric Project in Arunachal Pradesh. The agreements were signed in Vadodara on June 30, 2026, and provide for power supply to GUVNL for 40 years from the Commercial Operation Date (COD) of the respective projects.

The PPAs were signed by the General Manager (Commercial) of NHPC and the General Manager (Commercial) of GUVNL in the presence of senior officials from both organisations.

NHPC Chairman and Managing Director (CMD) Bhupender Gupta said the long-term agreements would strengthen the company’s contribution to India’s clean energy transition through hydropower while supporting long-term energy security and renewable energy targets.

Sawalkot project

The 1,856 MW Sawalkot Hydro Electric Project will be developed in the Union Territory of Jammu & Kashmir.

The project includes a 192.5-metre-high Roller Compacted Concrete (RCC) gravity dam with six generating units of 225 MW each and one unit of 56 MW in the first stage, followed by two additional 225 MW units in the second stage.

The estimated project cost has increased from Rs 22,000 crore to Rs 31,380 crore due to delays and inflation. The project is expected to generate about 8,000 million units of electricity annually.

Kamala project

The 1,720 MW Kamala Hydro Electric Project will be developed on the Kamala River, a tributary of the Subansiri River, across Kamle, Kra Daadi and Kurung Kumey districts in Arunachal Pradesh.

The project involves the construction of a 216 m high concrete gravity dam and an underground powerhouse. It has a scheduled completion period of 96 months.

Once commissioned, the project is expected to generate 6,869.92 million units (MU) of electricity annually. The total project cost at current prices is Rs 26,069.50 crore.

Recent PPAs

NHPC has signed multiple long-term PPAs over the past week.

On June 29, 2026, NHPC signed a PPA with the New Delhi Municipal Council (NDMC) for the supply of electricity from the 800 MW Parbati Hydro Electric Project Stage-II in Himachal Pradesh. The agreement provides for power supply for 40 years from the Commercial Operation Date (CoD) of the project.

Earlier, on June 24, 2026, NHPC signed a PPA with Uttar Pradesh Power Corporation Limited (UPPCL) for power from the 260 MW Dulhasti Stage-II Hydroelectric Project in Jammu & Kashmir.
