Netherlands to provide subsidy for offshore wind projects

The Dutch government will allocate about €1 billion ($1.18 billion) in subsidies to support the development of offshore wind farms with a total planned capacity of 2 gigawatts (GW).

The decision follows a pause in tenders announced in May, after developers raised concerns about the financial viability of projects without government support, according to Reuters.

In 2023, the Netherlands extended its target for offshore wind expansion, aiming to grow capacity from 4.7 GW to 21 GW by the end of 2032 instead of 2030, citing rising costs and supply chain pressures.

The government granted licenses in June 2023 for a 4 GW offshore wind project along the country’s western coastline, with two consortia selected to advance the development.

In July 2025, the Ministry of Climate and Green Growth revised offshore wind targets under the North Sea Wind Energy Infrastructure Plan. The updated plan reduced the 2040 target from 50 GW and cast uncertainty on the feasibility of reaching 70 GW by 2050.

These adjustments reflect a scaling back of renewable energy ambitions, raising questions about investment stability, energy independence, and the ability to meet domestic and European Union climate goals.
