Nagaland plans rooftop solar rollout across 550 village council halls

Nagaland has launched a statewide programme to install rooftop solar systems on 550 Village Council Halls under the Chief Minister’s Community Solar Partnership Initiative, a key component of the Nagaland Solar Mission. The initiative will add 1,650 kW of distributed solar capacity across 15 districts and expand clean energy access to rural community institutions, with the Department of Power, Nagaland, inviting bids for project execution.

Statewide rollout

The programme involves the installation of 3 kW on-grid rooftop solar systems at 550 Village Council Halls in villages with a population above 760, based on the 2011 Census.

The project has been divided into three zones covering all 15 districts. Mon district accounts for the largest number of installations with 89 village council halls, followed by Wokokchung with 47, Wokha with 48 and Zunheboto with 45.

The Department of Power will provide net meters, testing and grid connectivity, while empanelled vendors will install the systems and undertake operation and maintenance for five years from the date of commissioning.

Supporting the Nagaland Solar Mission

The Chief Minister’s Community Solar Partnership Initiative forms part of the Nagaland Solar Mission, which aims to accelerate rooftop solar adoption alongside the central government’s PM Surya Ghar: Muft Bijli Yojana.

The state has set a target of 10,900 residential rooftop solar installations. It is offering an additional subsidy of up to Rs 50,000 for systems up to 3 kW. Combined with central government support, the subsidy can cover up to 96% of the project cost for systems up to 2 kW and up to 85% for systems up to 3 kW.

Tender conditions

The Department of Power has invited bids from empanelled vendors, with evaluation to be carried out on a zone-wise L1 basis. Bidders must submit bids for all three zones, failing which their bids will be disqualified. The department may split the award among eligible vendors at the L1 rate to ensure project completion by December 2026.

The tender also prohibits vendors from quoting different prices for the same 3 kW on-grid rooftop solar system under the PM Surya Ghar National Portal and the Community Solar Partnership Initiative. Vendors found adopting such dual pricing practices may face cancellation of empanelment.

In addition, bids where the supply component exceeds 70% of the total quoted value will be rejected. The department has also stated that bids quoting prices below the benchmark cost without reasonable justification, amounting to predatory pricing under Section 4 of the Competition Act, 2002, will not be considered.

The bidding document was issued on July 2, 2026. Bids must be submitted by July 16, 2026, while technical bids will be opened on July 17, 2026.
