The Union Ministry of New and Renewable Energy (MNRE) has notified the Solar Systems, Devices, and Components Goods Order, 2025, revising and superseding the Solar Photovoltaics, Systems, Devices, and Components Goods (Requirements for Compulsory Registration) Order, 2017. 

The new order, published in the Gazette of India on January 27, 2025, under the Bureau of Indian Standards (BIS) Act, 2016, will come into effect 180 days from the publication date. It covers Solar PV modules, inverters, and storage batteries used in Solar PV applications.

The revised Quality Control Order (QCO, 2025) follows consultations over 24 months with stakeholders including manufacturers, testing laboratories, National Institute of Solar Energy (NISE), and BIS. The draft notification was also shared with World Trade Organization (WTO) members for feedback before its official release.

This order aligns with the Indian government’s goals of enhancing solar product quality, improving efficiency, and advancing renewable energy targets. The key highlights include mandatory compliance with the latest BIS standards for solar PV modules, inverters, and storage batteries, with minimum efficiency criteria for different PV module types.

The order applies to manufacturers, importers, distributors, retailers, and sellers of solar systems, with penalties for non-compliance. Existing licenses under the 2017 order remain valid, with renewals and new registrations governed by the updated 2025 order.
