The Ministry of New and Renewable Energy (MNRE) has released a memorandum detailing performance requirements that BioCNG projects must meet to qualify for Central Financial Assistance (CFA). The directive sets out minimum generation thresholds for disbursing the full amount of support.
The clarification applies to the Waste to Energy Programme under Phase-I of the National Bioenergy Programme. It follows the original guidelines issued on November 2, 2022, and the subsequent revision on June 27, 2025.
As per the directive, performance inspection will now require three consecutive months of operation. During this period, plants must demonstrate continuous 24-hour operation at no less than 80 per cent of rated capacity or the maximum CFA-eligible capacity, whichever is lower.
An annexure to the memorandum includes a table outlining minimum generation benchmarks for BioCNG plants with capacities ranging from 2 tonnes per day to 33 tonnes per day.
The memorandum specifies that CFA will not be granted if the plant load factor is under 50 per cent. For projects exceeding 24 tonnes per day, generation data for a 24-hour run at no less than 50 per cent of rated capacity must be submitted.
The directive, issued with the Secretary’s approval, has been circulated to implementing bodies such as IREDA and state-level agencies.

Author: PPD Team Date: November 4, 2024 In Salzgitter, Germany, an old iron ore mine is being transformed into the Konrad repository, a facility to house Germany’s radioactive waste. The site, situated a kilometre underground, is projected to store over 300,000 cubic meters of low- and intermediate-level waste from shuttered nuclear plants. Engineers aim to encase waste in concrete to prevent radiation release, ensuring long-term containment. Set to open in the early 2030s, Konrad represents…
Author: PPD Team Date: January 16, 2025 The Climate Investment Funds (CIF) capital markets mechanism (CCMM) raised $500m through its debut bond, marking a historic step in mobilising finance for climate action. The bond was six times oversubscribed, attracting over $3bn in global investor interest. This inaugural bond, part of CCMM’s borrowing programme launched at COP29 in November 2024, aims to scale up clean technology and infrastructure projects in developing countries. Final pricing was set…
Author: PPD Team Date: November 29, 2024 Achieving net zero emissions by 2050 requires substantial financial support, but experts at the London Climate Technology Show 2024 highlighted a persistent lack of investment in key sectors like carbon capture, grid efficiency, and decarbonizing buildings. Speakers pointed to over-regulation and misaligned funding priorities as significant barriers. Teele Niidas, CMO of UP Catalyst, stressed the need to redirect trillions invested in technologies like AI towards scalable carbon capture…
