MNRE approves Rs 140 crore supplementary budget for National Bioenergy Programme

The Ministry of New and Renewable Energy (MNRE) has sanctioned a supplementary budget of Rs 140 crore for Phase-I of the National Bioenergy Programme (NBP), covering the period from April 1, 2021 to March 31, 2026.
According to an office memorandum dated September 16, 2025, the approval was granted by the President of India. With this additional allocation, the total outlay under Phase-I of the programme now stands at Rs 998 crore.
The NBP is being implemented through three sub-schemes: the Waste to Energy Programme, the Biomass Programme, and the Biogas Programme. The supplementary budget has been distributed across these components as follows: Rs 37.5 crore for Waste to Energy, Rs 52.5 crore for Biomass, and Rs 50 crore for Biogas.
The Ministry said the funds are fungible across the three sub-schemes. The existing guidelines, implementation framework, and terms and conditions under Phase-I will continue to apply, along with any amendments issued in the future.
The Waste to Energy Programme supports energy generation from urban, industrial, and agricultural wastes and residues. The Biomass Programme provides assistance for briquette and pellet manufacturing, and promotes biomass-based cogeneration (excluding bagasse) in industries. The Biogas Programme supports small and medium-scale projects.
