Grid-India proposes quarterly review of transmission access utilisation
Grid Controller of India Limited (Grid-India) has released a draft procedure for assessing the utilization of inter-state transmission network capacity by power generators, buyers, and energy storage systems. The proposal aims to improve the efficient use of transmission infrastructure and prevent the locking up of network capacity without actual usage.
Issued on May 8, 2026, the draft outlines the methodology for calculating the utilization of Connectivity and General Network Access (GNA) granted to entities on a quarterly basis. The procedure has been prepared by the National Load Despatch Centre (NLDC) in line with the Central Electricity Regulatory Commission (CERC) Connectivity and GNA Regulations, 2025.
Under the proposed mechanism, the host Regional Load Despatch Centre (RLDC) will calculate block-wise scheduled power against the effective quantum granted to an entity. Utilization will then be expressed as a percentage for each time block during a quarter.
The framework provides separate methodologies for different categories of users. For renewable energy generators and energy storage systems, utilization will be assessed based on the type of access granted, including solar hours, non-solar hours, or round-the-clock access.
In the case of renewable energy park developers, where the full granted quantum has been allocated to registered users, utilization will be calculated separately for each end-user. If any capacity remains unallocated, the developer’s utilization for the remaining quantum will also be evaluated.
The draft excludes certain schedule reductions from the utilization assessment to avoid distortion in calculations. These include reductions due to Ancillary Services (DOWN), transmission constraints, grid security measures, and force majeure events.
A time duration curve showing block-wise utilization percentages for each quarter will be prepared and shared with stakeholders. The results will also be submitted to CERC.
The document further includes an indemnification provision under which grantees are required to indemnify Grid-India, NLDC, and the Central Transmission Utility of India Limited (CTUIL) against third-party claims, damages, or legal expenses linked to related transactions.
Stakeholders can submit comments and suggestions on the draft procedure until June 7, 2026.
