The Central Electricity Regulatory Commission (CERC) has granted an interstate trading licence to REC Power Development & Consultancy Ltd (RECPDCL), a wholly-owned subsidiary of REC Ltd. 

The “Category I” licence allows RECPDCL to engage in interstate electricity trading across India for 25 years. This follows the public notice issued in December 2024, which received no objections, allowing CERC to finalize the licence.

RECPDCL is also seeking to become a Project Implementation Agency (PIA) for transmission projects under the Regulatory Tariff Mechanism (RTM) modality. The company has submitted this request to the National Committee on Transmission (NCT) and plans to present its case at the next NCT meeting. 

Currently, RECPDCL is involved as PIA in sub-transmission, distribution, and renewable energy projects and serves as a bid process coordinator (BPC) for transmission projects under the tariff-based competitive bidding (TBCB) mechanism.

If RECPDCL successfully takes on the PIA role for RTM-driven projects, it may need to apply for a transmission licence, potentially requiring it to surrender its trading licence.
