BEE proposes annual energy audits for DISCOMs

The Bureau of Energy Efficiency (BEE) has issued draft regulations proposing mandatory annual energy audits and quarterly energy accounting reports for electricity distribution companies (DISCOMs) designated as consumers under the Energy Conservation Act, 2001. The draft was published in the Gazette of India on April 15, 2026.
The proposed framework will replace BEE’s earlier 2021 notification and its 2022 amendment. Under the draft rules, each DISCOM would appoint an accredited energy auditing firm to conduct an annual audit.
The audit report would be required to be submitted to BEE and the concerned State Designated Agency within four months from the close of each financial year. In addition, DISCOMs would need to submit quarterly energy accounting reports through their in-house energy managers within 45 days of the end of each quarter.
The proposed audits are intended to assess distribution losses across voltage levels, metering coverage, consumer consumption patterns, and transformer efficiency, including BEE star ratings. The annual reports would also identify areas of energy leakage and wastage, along with recommended corrective measures.
