Adani, PGCIL among bidders shortlisted for three transmission projects

The competition for transmission projects under the Tariff-Based Competitive Bidding (TBCB) framework is intensifying, with Adani Energy Solutions Limited (AESL), Power Grid Corporation of India Limited (PGCIL), Resonia Limited and several new entrants shortlisted for key schemes in Maharashtra and Karnataka.

Maharashtra scheme

PFC Consulting Limited (PFCCL) has shortlisted seven bidders for the “Establishment of 400/220/132 AIS Latur” scheme following the opening of technical bids on June 4, 2026. The qualified bidders are Resonia, Montecarlo Energy Limited, AESL, PGCIL, KCC Buildcon Private Limited, Maharashtra State Electricity Transmission Company Limited (MSETCL) and Lumino Industries Limited.

The project is designed to facilitate the evacuation of 1-2 GW of renewable energy from the Dharashiv and Latur districts of Maharashtra.

The scheme involves the establishment of a new substation comprising 3×500 MVA, 400/220 kV and 3×315 MVA, 400/132 kV Air Insulated Substation (AIS) capacity at Latur. The substation will be connected to the upcoming Washi substation at the 400 kV level and linked through 220 kV double-circuit transmission lines to existing MSETCL substations at Harangul, Murud, Vairag and Narangwadi. A 132 kV double-circuit transmission line will also connect the proposed Latur substation with the existing Ausa substation.

Lumino Industries, a Kolkata-based cable and conductor manufacturer that has recently expanded into Engineering, Procurement and Construction (EPC) activities, has also qualified for the project, marking its entry into the TBCB transmission segment.

Karnataka schemes

PFCCL has also shortlisted bidders for two intrastate transmission schemes in Karnataka that will be implemented through the special purpose vehicles (SPVs) Hebbani Power Transmission Limited and Humnabad Power Transmission Limited.

The Hebbani scheme involves the establishment of a 2×500 MVA, 400/220 kV substation at Hebbani in Mandya district along with associated transmission lines. The shortlisted bidders are AESL, Resonia, PGCIL, Skylark Infra Engineering Private Limited and K.C.V.R Infra Projects Private Limited as consortium lead member.

The Humnabad scheme covers the establishment of a 3×500 MVA, 400/220 kV substation at Humnabad in Bidar district and associated transmission lines. The qualified bidders are AESL, Resonia, PGCIL, K.C.V.R Infra Projects, KCC Buildcon, Montecarlo Energy, NCC Limited and Dilip Buildcon Limited.

New entrants

Alongside established transmission developers such as AESL, PGCIL and Resonia, the shortlisted bidders include several companies seeking to expand their presence in the sector. These include NCC, Skylark Infra Engineering, K.C.V.R Infra Projects and Lumino Industries.

Several participants already have experience in intrastate TBCB projects. Dilip Buildcon previously secured the Mekhali transmission scheme in Karnataka, while Resonia won the Hampapura project. Tata Power secured the Ryapte scheme. In Maharashtra, MSETCL, Montecarlo Energy and KCC Buildcon have each been associated with at least one intrastate transmission project.

Next stage

The shortlisting marks the completion of the technical qualification stage. The final selection of transmission service providers will now depend on the initial price offers submitted by the qualified bidders.
