Maharashtra clears Rs 12,303 crore MAGESTIC clean energy programme
The Maharashtra government has approved a Rs 12,303 crore clean energy programme to expand renewable power, strengthen grid infrastructure, and improve long-term energy security. The decision was taken at a state cabinet meeting chaired by Chief Minister Devendra Fadnavis.
The programme, titled Maharashtra: Accelerating Green Energy and Storage Technologies Integration in Connected Grid (MAGESTIC), targets a rise in the state’s renewable energy share from 17% to 50% by 2030. It is designed to meet rising electricity demand while preparing the grid to handle higher volumes of variable renewable energy from solar and wind.
Under the plan, the state will build 40 new substations, expand transmission capacity, and deploy high-efficiency conductors. Existing transmission infrastructure will also be upgraded to improve reliability, reduce losses, and support smoother integration of clean power.
Energy storage forms a core component of the programme. Maharashtra aims to install Battery Energy Storage Systems (BESS) with a total capacity of 16,000 MWh to manage variability and stabilise the grid. The initiative also includes feasibility studies for pumped hydro energy storage projects at Koyna, Panshet, and Varasgaon to support peak demand management.
For funding, the cabinet has approved the submission of the project’s preliminary report to the Union Department of Economic Affairs. Around 70% of the total cost, estimated at Rs 8,616 crore, is expected to come from support by the World Bank. The remaining 30% will be mobilised by state power utilities, including Maharashtra State Electricity Distribution Company Limited, Maharashtra State Electricity Transmission Company Limited, Maharashtra State Power Generation Company Limited, and Maharashtra Energy Development Agency. The state will provide Rs 1,377 crore in phased equity support to Mahavitaran between 2026 and 2031.
The programme is scheduled for implementation over five years, from 2026 to 2031. A dedicated unit within the Energy Department will oversee execution and coordination across agencies.
