MNRE eases rooftop solar submission rules under PM Surya Ghar scheme

The Ministry of New and Renewable Energy (MNRE) has enabled residential consumers to submit rooftop solar installations on the national portal for PM Surya Ghar: Muft Bijli Yojana (PMSG:MBY) without a Domestic Content Requirement (DCR) certificate if they choose to forgo central financial assistance (CFA) under the “Give It Up” option. The update was issued through an office memorandum dated March 30, 2026.
The memorandum, issued by the PMSG:MBY Division of MNRE, notes that more than 27 lakh rooftop solar installations have been completed under the scheme, which targets 1 crore installations in the residential sector.
Earlier, the national portal required consumers opting for the “Give It Up” option to submit installations with a DCR certificate. The new feature allows submissions without a DCR certificate for those explicitly opting out of CFA benefits. However, once an installation is submitted without a DCR certificate, the “Give It Up” option cannot be changed. In contrast, applications submitted with a DCR certificate can revise the “Give It Up” option up to the redemption stage.
The provision applies only to consumers not seeking CFA benefits and remains aligned with existing scheme guidelines. Stakeholders have been advised to follow the Approved List of Models and Manufacturers (ALMM) guidelines and related office memoranda when using the “Give It Up” provision without DCR certification.
