CERC addendum sets document rules for SCOD extension applications

The Central Electricity Regulatory Commission (CERC) Committee has issued an addendum clarifying the documentation process for renewable energy developers seeking an extension of their Scheduled Commissioning Date (SCOD). The clarification outlines a dual submission process involving email and physical hard copies.

The addendum has been issued by the committee constituted under the office order of the Central Electricity Regulatory Commission dated July 30, 2025. It provides detailed instructions on the mode of document submission for applications made under Regulation 13(2)(h) of the CERC (Sharing of Inter-State Transmission System (ISTS) Charges and Losses) Regulations, 2020.

Under the revised process, applicants are required to follow a two-part submission mechanism. For email submissions, developers are instructed to share only relevant extracts of supporting documents in PDF format. These include specific pages from the Detailed Project Report (DPR) indicating SCOD determination, minutes of Joint Coordination Committee (JCC) meetings, Connectivity or General Network Access (GNA) grant documents, project schedules, and applicable court orders. The committee has clarified that full documents will not be accepted through email, nor will links to online file-sharing platforms be considered.

In parallel, applicants are required to submit a complete set of hard-copy documents to the committee for record and verification. The physical submission should be fully paginated and indexed and include entire documents, such as complete DPRs and full sets of correspondence. These hard copies are required to be submitted within the timelines specified in the original notice.

The committee has stated that all other conditions and requirements mentioned in the original notice remain unchanged and continue to apply.
