RREC withdraws wind and hybrid project procedure

The Rajasthan Renewable Energy Corporation Limited (RREC) has withdrawn its procedure for implementing wind and hybrid projects and will no longer register or verify wind turbine generator (WTG) coordinates on private land. Developers will now be solely responsible for maintaining mandatory spacing between turbines.

The order, issued on October 15, 2025, revokes the “Procedure-cum-Guidelines for Implementation of Wind/Hybrid Power Projects in the State” issued on May 2, 2025. All WTG coordinates previously frozen under that order have now been released.

RREC clarified that it will not register or acknowledge WTG coordinates at any stage for private land projects. It will also not check for overlapping coordinates with existing installations. Developers must therefore ensure compliance with Ministry of New and Renewable Energy (MNRE) norms, which generally require 5D/7D spacing between turbines.

In a related directive the same day, RREC unfroze the provisionally frozen WTG coordinates for 11 wind and hybrid projects. These coordinates, reserved since August 5, 2024, were released after the six-month validity period expired.

The affected developers include Axis Energy Venture India, Avaada RJClean, Suzlon Renewable Development, Sarjan Realities, BN Hybrid Power-1, and BN Dispatchable-1. Together, these projects represent over 12 GW of planned capacity across Jaisalmer, Barmer, Jodhpur, Jalore, Nagaur, and Jhalawar.

In September 2025, RREC had reviewed all frozen sites and cancelled reservations where no investment or development progress was made. The corporation stated that land rights will now remain a private matter between companies and landowners and that it will amend its policy to remove land reservation provisions.

MNRE has earlier raised similar issues in Maharashtra and other states, calling for transparent mechanisms to ensure fair land access and dispute resolution in renewable energy development.
