MNRE launches REEIMS for monitoring renewable energy equipment imports

The Ministry of New and Renewable Energy (MNRE), in a memorandum dated October 24, 2025, has operationalised the Renewable Energy Equipment Import Monitoring System (REEIMS). 

This follows the Directorate General of Foreign Trade (DGFT) notification on October 10, 2025, which revised the import policy for items under Chapters 70, 73, 84, and 85 of the ITC (HS) 2022 schedule.

While these components remain under the “Free” import category, importers must now obtain a registration certificate from the REEIMS portal before customs clearance, effective November 1, 2025.

The monitoring system covers the following key components: for solar, HS Codes 70071900 (toughened safety glass), 85414200 (photovoltaic cells not assembled in modules), and 85414300 (photovoltaic cells assembled in modules or panels); for wind, HS Codes 73082019 (towers), 84833000 (bearing housings), 84834000 (gears and gearboxes), among others used in wind power generation.

Importers need to register using their Importer-Exporter Code (IEC) and submit applications at least two days before air cargo shipments and five days before sea or land shipments. Certificates will be valid for three months, with no registration fee. The system requires importers to provide detailed information, including the intended end-use of the equipment. MNRE, in collaboration with the National Informatics Centre (NIC), has launched the online portal along with a user manual to guide compliance.
