Adani Power receives LoI for 2,400 MW thermal project in Bihar

Adani Power Limited has secured a Letter of Intent from Bihar State Power Generation Company Limited to develop a 2,400 MW coal-based power project in Bhagalpur.

The planned facility will feature three 800 MW ultra-supercritical units. It will be implemented under the Design, Build, Finance, Own, and Operate model. The first unit is targeted for commissioning within 48 months, with the second and third units scheduled for completion in 54 and 60 months, respectively.

Electricity generated from the plant will be supplied to North and South Bihar power distribution companies at a tariff of Rs 6.075 per kilowatt-hour. The plant will use domestic coal secured through a linkage under the SHAKTI policy.

Estimated to cost Rs 214 billion (approximately USD 3 billion), the project is expected to generate around 12,000 construction-phase jobs and 3,000 during operations.  

As previously reported by Power Peak Digest on July 4, 2025, Adani Power was among four companies shortlisted for the project, along with JSW Energy Limited, Torrent Power Limited, and Lalitpur Power Generation Company Limited.

The project was initially planned as a 1,320 MW development and had a Memorandum of Understanding signed in 2014. That version was later dropped. The revised plan increases capacity to 2,400 MW.  

Adani Power was selected through a tariff-based competitive bidding process. Other firms in the fray included JSW Energy, Torrent Power, and Lalitpur Power Generation Company.

The company will finalise a Power Supply Agreement after receiving the Letter of Award.
