Vietnam and Singapore are set to collaborate on an offshore wind (OSW) power project that will export electricity from Vietnam to Singapore starting in 2030.

The announcement was made during a meeting between Vietnam’s Minister of Natural Resources and Environment and Singapore’s Minister for Manpower, as well as the Second Minister for Trade and Industry. 

In February 2023, Petrovietnam Technical Services Corporation (PTSC) and Singapore’s Sembcorp Utilities signed an agreement for a 2.3 GW OSW project to supply electricity directly to Singapore. 

PTSC received a permit for wind, marine, and geological surveys in August 2023, while Sembcorp obtained conditional approval to import 1.2 GW of renewable energy from Vietnam in October 2023. 

In August 2024, both companies agreed to jointly conduct technical surveys for the project. 

The OSW project is part of Singapore’s strategy to import 4-6 GW of clean energy from regional countries by 2035, supporting its target of achieving net-zero emissions by 2050. Electricity generated from the project will be transmitted to Singapore via an underwater cable.
