RFP issued for WR ER inter regional transmission expansion projects

REC Power Development and Consultancy Limited (RECPDCL) has invited Requests for Proposal (RFP) to select Transmission Service Providers for two components of the Western Region Eastern Region (WR ER) Inter Regional Network Expansion Scheme.

The Ministry of Power (MoP), through a Gazette Notification dated September 18, 2025, appointed RECPDCL as the Bid Process Coordinator for both projects. In November 2025, RECPDCL created two special purpose entities, WR ER Part A Power Transmission Limited and WR ER Part C Power Transmission Limited, to manage the bidding and execution process.

The projects will follow the Build, Own, Operate, and Transfer (BOOT) model. The selected developers will finance, construct, commission, operate, and maintain the transmission systems for 35 years and then transfer ownership to the Central Transmission Utility (CTU).

Part A of the WR ER Inter Regional Network Expansion Scheme involves setting up a new Inter State Transmission System (ISTS) across Jharkhand, West Bengal, and Chhattisgarh. It includes new 765/400 kV substations at Raigarh (Kotra) II in Chhattisgarh and Jamshedpur (New) in Jharkhand, multiple line extensions and Line In Line Out (LILO) works, and a new 765 kV direct current line between Raigarh (Tamnar) and Jamshedpur (New).

Part C focuses on specific assets that have a Scheduled Commercial Operation Date of March 31, 2029. It includes a new 400 kV double circuit (Quad) transmission line between Jamshedpur (New) and Balasore, along with two 400 kV line bays at the 765/400 kV Jamshedpur (New) substation.

The scheme is aimed at easing heavy loading on existing 765 kV and 400 kV corridors between the Western Region (WR) and Eastern Region (ER), particularly during periods of high solar generation. It will also support evacuation of power from upcoming projects, including the 2×800 MW Raigarh Thermal Power Station of Adani Power Limited, and help increase power availability for West Bengal and Odisha.

The National Committee on Transmission approved the scheme in August 2025 for implementation through the Tariff Based Competitive Bidding (TBCB) route. The bidding process will be carried out electronically on the platform operated by MSTC Limited (MSTC). The last date for bid submission for both projects is March 6, 2026.
