RECPDCL issues RFP for 765 kV Kankani transmission upgrade

REC Power Development and Consultancy Limited (RECPDCL) has issued a Request for Proposal (RFP) to select a Transmission Service Provider (TSP) for the project titled “Upgrading 400 kV GSS Kankani to 765 kV GSS along with associated transmission line Package 3 (P3)”. RECPDCL is acting as the Bid Process Coordinator for the project.

The project will be awarded through a tariff based competitive bidding process. The selected bidder will acquire and develop the project on a build, own, operate, and transfer (BOOT) basis. The last date for bid submission is 18 March 2026.

The scope of work involves upgrading the existing 400 kV grid substation at Kankani in Jodhpur into a new 765 by 400 kV substation. This includes the installation of two 1,500 MVA interconnecting transformers, associated reactor banks, and new transmission line bays. The project also includes construction of a 765 kV double circuit transmission line from Kankani to Phagi using Hex Zebra equivalent conductor.

RECPDCL has prescribed a detailed qualification and selection framework. Eligible bidders, either as single entities or consortiums, are required to demonstrate relevant technical experience and a minimum net worth of Rs. 600 crore. The selection process will follow two stages, comprising a technical evaluation followed by an electronic reverse auction to discover the lowest transmission tariff.

The entire transmission system is scheduled to be commissioned within 30 months from the effective date. The successful bidder will acquire 100% equity in the special purpose vehicle, Kankani Power Transmission Limited, and will be responsible for project financing, construction, and operation. After 35 years of commercial operation, the transmission assets will be transferred to the state utility at zero cost.
