REC Power Development and Consultancy Limited (RECPDCL), acting as the bid process coordinator, has issued a request for proposal (RFP) for the “Establishment of 400/132 kV AIS Jalna (Dist-Jalna).”
The selected transmission service provider will acquire 100 per cent equity in Jalna Power Transmission Limited and develop the project on a build, own, operate, and transfer basis. The project is invited under the Tariff-Based Competitive Bidding (TBCB) route.
The project scope includes setting up a 400/132 kV substation at Jalna with three 315 MVA transformers, a 125 MVAr bus reactor, and multiple line and ICT bays. It also covers the LILO of the 400 kV Aurangabad lines at Jalna, new 132 kV double circuit lines to Jalna MIDC, Partur, Ghansawangi, and Utwad substations, and a LILO of the 132 kV Jalna–Nagewadi line. Future provisions include additional transformer capacity and connectivity for EHV consumers. The scheduled commercial operation date is 24 months from the effective date.
The bidding process will follow a single-stage, two-envelope format with technical and financial submissions. Shortlisted bidders from the technical evaluation will qualify for an e-reverse auction to determine the lowest transmission charges. The successful bidder must secure a transmission licence from the Maharashtra Electricity Regulatory Commission and commence services in line with the transmission service agreement.
Bids must be submitted online by 31 October 2025, with technical bids opening the same day.
