RECPDCL, BSPTCL sign MoU for Bihar intrastate transmission projects
REC Power Development & Consultancy Ltd (RECPDCL) and Bihar State Power Transmission Company Ltd (BSPTCL) have signed a memorandum of understanding (MoU) to develop intrastate transmission projects in Bihar through the tariff-based competitive bidding (TBCB) route.
In a release, RECPDCL said the partnership aims to build a modern and reliable transmission network to support Bihar’s rising electricity demand and industrial growth.
Under the agreement, the two entities will work on strengthening Bihar’s power transmission infrastructure through competitive project allocation and faster implementation mechanisms. The initiative is also expected to promote private sector participation in the state’s transmission sector.
The MoU outlines several focus areas, including grid modernisation, transparent bidding processes, accelerated project execution, and attracting private investment. According to RECPDCL, the proposed transmission network upgrades are intended to reduce transmission losses, improve power quality, and create a more resilient grid system.
The TBCB model will be used to ensure competitive and transparent allocation of transmission projects. The companies stated that streamlined execution processes are expected to help fast-track the development of critical infrastructure projects across the state.
Bihar Energy Minister Shailesh Kumar alias Bulo Mandal said the initiative would support Bihar’s industrial growth vision for 2025–30 by providing reliable and efficient power infrastructure for upcoming industries.
According to Central Electricity Authority (CEA) monthly reports as of April 2026, six major TBCB schemes with a Bihar footprint have been commissioned since 2013, including projects executed by Sterlite, Essel, Kalpataru, Power Grid Corporation of India Ltd (PGCIL), and Adani. The latest commissioned project was the North Karanpura–Gaya 400 kV double-circuit (D/C) line under the Eastern Region Strengthening Scheme-XIX (ERSS-XIX), which was commissioned in December 2025.
CEA data further shows that no Bihar-specific TBCB transmission project is currently under construction as of April 2026.
