The Ministry of Power (MoP) has allotted a one-year relaxation of industrial registration requirements to support participation in grid connected battery energy storage system (BESS) tenders. The measure aims to address current constraints in domestic battery manufacturing and ensure timely execution of large scale storage projects.
Under the notification, bidders using lithium ion cell technology through transfer of technology arrangements with companies from land border sharing countries will be exempt from registration with the Department for Promotion of Industry and Internal Trade (DPIIT). The relaxation takes effect from 09 January 2026 and will remain valid for one year.
The MoP said the decision reflects the early stage of grid scale battery manufacturing in India. Limited availability of domestically produced lithium ion cells was cited as a key challenge that could restrict bidder participation and delay project implementation.
According to the ministry, the temporary waiver is intended to facilitate progress on critical BESS deployments while the domestic battery supply chain continues to develop.
