PFCCL invites bids for Kurnool-IV REZ Phase-II transmission project

PFC Consulting Limited (PFCCL) has invited Request for Proposal (RfP) bids to select a transmission service provider (TSP) for a key power transmission project in Andhra Pradesh. The bidding will follow a tariff-based competitive bidding (TBCB) route under a build, own, operate, and transfer (BOOT) model.
Bids can be submitted until July 5, 2025. PFCCL is acting as the bid process coordinator for the project.
The selected TSP will develop and operate the Inter-State Transmission System for the Kurnool-IV Renewable Energy Zone (REZ) – Phase II (3 GW). The scope includes setting up multiple transmission elements at the Kurnool-IV pooling station (PS) and a new substation at Shadnagar.
The project includes:
- Augmentation of Kurnool-IV pooling station (PS) with 400/220 kV ICTs
This includes the installation of four 400/220 kV, 500 MVA interconnecting transformers (ICTs), along with four 400 kV ICT bays and four 220 kV ICT bays. It also includes one 400 kV bus sectionalizer, one 220 kV bus sectionalizer, and associated bays such as a 220 kV bus coupler and transfer bus coupler. The scheduled commissioning period is 24 months. - Construction of 220 kV line bays at Kurnool-IV PS
Five 220 kV line bays will be added to connect dedicated transmission lines from renewable energy generation projects. This work is to be completed within 24 months. - Construction of 400 kV line bay at Kurnool-IV PS
One 400 kV line bay will be developed for the termination of renewable project lines. This is also scheduled for completion in 24 months. - Further augmentation of Kurnool-IV PS with 765/400 kV and 400/220 kV ICTs
This includes two 765/400 kV, 1500 MVA ICTs and six additional 400/220 kV, 500 MVA ICTs. The works involve 765 kV and 400 kV ICT bays, six 220 kV ICT bays, one 220 kV bus sectionalizer, and new coupler and transfer bus coupler bays. The commissioning period for this component is 30 months. - Additional 220 kV line bays at Kurnool-IV PS
Eight more 220 kV line bays will be set up for renewable energy line terminations. These are also scheduled for completion within 30 months. - Additional 400 kV line bay at Kurnool-IV PS
An extra 400 kV line bay will be installed to accommodate further renewable connections. Completion is expected in 30 months. - Establishment of 765/400 kV Shadnagar station
This new substation will house four 765/400 kV, 1500 MVA ICTs (13×500 MVA including one spare), four ICT bays at both 765 kV and 400 kV levels, and four 765 kV line bays for the LILO of the Kurnool-IV – Bidar line. It will also include two 330 MVAr bus reactors with corresponding bays. Future expansion space is provided for ICTs, line bays, and a 220 kV switchyard. The station is expected to be operational in 30 months. - Loop-in loop-out (LILO) of Kurnool-IV – Bidar 765 kV D/c line at Shadnagar
Approximately 50 km of new line will be constructed to create a LILO of the existing Kurnool-IV – Bidar 765 kV double circuit line at the new Shadnagar station. Scheduled commissioning is within 30 months. - Construction of Shadnagar – Shadnagar (TGTRANSCO) 400 kV line
A 50 km, 400 kV quad double circuit line will be built between the new Shadnagar station and the TGTRANSCO station at Shadnagar. TGTRANSCO is expected to upgrade its station to 400 kV in parallel. Two line bays will be added at the TGTRANSCO end. The component is planned for completion in 30 months. - Construction of Shadnagar – Kethiredipally (TGTRANSCO) 400 kV line
A 60 km, 400 kV quad double circuit line will be laid between Shadnagar and Kethiredipally (TGTRANSCO). Two line bays will be constructed at Kethiredipally. Completion is scheduled within 30 months.
