PFCCL incorporates three new SPVs for key transmission projects

PFC Consulting Limited (PFCCL) has incorporated three new special purpose vehicles (SPVs) to implement power transmission projects in Maharashtra, Andhra Pradesh, and Telangana. These SPVs were formed to execute projects under the Tariff-Based Competitive Bidding (TBCB) framework.

The first two SPVs—Wagdari Transmission Limited and Kurnool IV REZ Power Transmission Limited—were incorporated on 14 June 2025. The third, Saswad Transmission Limited, was incorporated on 16 June 2025.

Wagdari Transmission Limited

This SPV will implement the “Establishment of 400/220 kV Wagdari (Dist. Solapur)” transmission scheme in Maharashtra. Key project components include:

  • Two 400 kV double circuit (D/C) lines connecting Wagdari to Pune (East) and Solapur Pooling Station, covering 280 km and 35 km respectively.

  • A 220 kV D/C line linking Wagdari 400/220 kV to the proposed 220/132 kV Wagdari station (10 km).

  • Grid connectivity for four solar generators at both 400 kV and 220 kV levels.

  • Installation of 3×500 MVA, 400/220 kV ICTs and a 125 MVAr bus reactor, with provision for one future ICT.

Kurnool IV REZ Power Transmission Limited

This SPV will develop the “Transmission System for Kurnool-IV REZ – Phase-II (3 GW)” in Andhra Pradesh and Telangana. It includes inter-state transmission infrastructure with commissioning timelines of 24 to 30 months. Highlights:

  • Augmentation of Kurnool-IV Pooling Station (PS) with multiple ICTs and bus bays at 400/220/765 kV levels.

  • Establishment of new 765/400 kV Shadnagar Station with 4×1500 MVA ICTs and 2×330 MVAr bus reactors.

  • LILO (line-in, line-out) of the 765 kV Kurnool–Bidar D/C line at Shadnagar (approx. 50 km).

  • Construction of 400 kV quad D/C lines connecting Shadnagar with Shadnagar (TGTRANSCO) and Kethiredipally.

Extensive future provisioning is included to accommodate system upgrades and expanded capacity.

Saswad Transmission Limited

The third SPV will implement the “Establishment of 400/220 kV Saswad (Dist. Pune)” project in Maharashtra. The scope includes:

  • Establishing a 400/220 kV AIS substation at Saswad with 2×500 MVA ICTs and a 125 MVAr reactor.

  • 400 kV and 220 kV line bays connecting to Pune, Theur, and Nanded City substations.

  • New 400 kV and 220 kV transmission lines and LILOs for improved grid connectivity in the Pune region.

  • Provision for future ICTs and bays to support load growth.

All three projects will be developed on a build, own, operate, and transfer (BOOT) basis, with PFCCL facilitating the selection of Transmission Service Providers through competitive bidding.
