MNRE invites bids for PMU support under small hydro power scheme
The Ministry of New and Renewable Energy (MNRE) has invited bids to appoint a consultancy firm for establishing a Project Management Unit (PMU) to support implementation of the Small Hydro Power (SHP) scheme during the period from 2026-27 to 2030-31.
The tender was published on the Government e-Marketplace (GeM) portal on June 22, 2026, with an estimated contract value of Rs 3.08 crore. The bid submission deadline is July 13, 2026. Â
Scope of work
The selected consultancy firm will be required to deploy a four-member team at MNRE to support implementation of the SHP scheme.
The team will comprise a Team Lead, Programme Manager, Information Technology (IT) Expert and Executive Assistant.
The PMU will assist the ministry in monitoring, coordination and execution of scheme-related activities during the five-year period.
Eligibility criteria
Bidders must have an average annual turnover of at least Rs 10 crore from consulting services during the last three financial years.
The tender also requires firms to have experience of executing at least two large-scale PMU assignments of comparable scale in India. Additional project experience requirements apply depending on the value of previous contracts undertaken by the bidder.
Relaxations for MSEs and startups
Micro and Small Enterprises (MSEs) and startups registered with the Department for Promotion of Industry and Internal Trade (DPIIT) have been granted certain exemptions under the tender conditions.
Eligible MSEs and DPIIT-recognised startups are exempt from the minimum turnover requirement. MSEs are also exempt from submitting the Earnest Money Deposit (EMD) of Rs 10 lakh, subject to submission of the required supporting documents.
