MNRE issues new SOP for wind turbine and component certification

The Ministry of New and Renewable Energy (MNRE) has issued a new Standard Operating Procedure (SOP) for the Approved List of Models and Manufacturers for Wind (ALMM-Wind) and the new Wind Turbine Components list (ALMM-WTC). The memorandum, dated October 29, 2025, replaces the earlier Revised List of Models and Manufacturers (RLMM), which has now been renamed ALMM-Wind.

The SOP introduces a two-tier system to ensure that wind turbines and their major components meet defined technical and safety standards before deployment. ALMM-Wind will include certified turbine models approved for installation, while ALMM-WTC will list approved manufacturers of key components such as blades, towers, generators, gearboxes, and special bearings. Each turbine’s Type Certificate now needs to name the approved vendors for these five components, linking every certified turbine directly to its certified parts.

Component manufacturers can be listed under ALMM-WTC only if their products form part of an approved turbine model and their facilities pass a physical inspection by a government-appointed technical team. The inspection, costing Rs 1.5 lakh plus taxes, will verify production capacity, quality systems, and testing facilities as per ISO/IEC 17020 standards.

The SOP also mandates that turbine data control and research centres must be located in India to address cybersecurity concerns. It defines clear criteria to distinguish new turbine models from minor variants, based on rotor diameter and rated power changes. New turbine models will receive a temporary exemption from sourcing components exclusively from the ALMM-WTC list, limited to 800 MW or two years from enlistment. Prototype testing of new turbines in India is now compulsory.

For listing, manufacturers must submit technical and certification documents for review by the ALMM-Wind or ALMM-WTC committees. Only after compliance checks and successful factory inspections are entries approved. MNRE will publish and update both lists on its website for use by developers, financiers, and regulatory bodies.

The new procedure is expected to improve transparency, quality assurance, and reliability across India’s wind power supply chain. It aims to strengthen confidence among developers, investors, and grid operators by ensuring that only certified equipment is deployed in projects nationwide.
