MNRE issues advisory on strict compliance in renewable energy procurement

The Ministry of New and Renewable Energy (MNRE) has directed all government agencies in the renewable energy sector to strictly follow procurement rules and regulations issued by the Ministry of Finance and the Central Vigilance Commission (CVC).  

MNRE noted that in August 2025, some government agencies issued bids with very short submission windows, in some cases as low as seven days, for procurement of goods and services. The ministry observed that such practices appear intended to circumvent the Approved List of Models and Manufacturers (ALMM) mandate for solar cells.

The advisory stressed that Renewable Energy Implementing Agencies (REIAs), public sector undertakings, and other government bodies must ensure financial propriety and transparency in procurement. Agencies have been instructed to scrap any existing bids that were issued with short timelines without adhering to General Financial Rules (GFR) and CVC guidelines, and reissue them in full compliance with existing provisions.

All agencies have been asked to report back on the action taken within 15 days.
