UPERC grants transmission license to Meerut Shamli Power Transmission Limited
The Uttar Pradesh Electricity Regulatory Commission (UPERC) has approved the petition filed by Meerut Shamli Power Transmission Limited for a transmission license to establish a transmission system for the construction of the Meerut (765 kV)–Shamli (400 kV) double-circuit line on a build, own, operate, and transfer basis.
The commission noted that the project had undergone thorough scrutiny and approvals at various levels. It aligns with the broader objective of strengthening the transmission network and ensuring systemic improvements. Given the rigorous evaluation of the bidding process and the credentials of the successful bidder, the commission found no hindrance to issuing the license.
The transmission license is granted with the following conditions:
- The license will remain in force for 25 years unless revoked earlier.
- If the transmission system’s useful life extends beyond 25 years, the licensee may apply for a 10-year extension at least two years before expiration, subject to prevailing laws.
- The licensee is prohibited from engaging in electricity trading during the license period.
- The licensee must comply with all relevant laws, including the Transmission License Regulations, Indian Electricity Grid Code, UP Electricity Grid Code, Central Electricity Authority standards, and directives issued by the commission.

UPERC grants transmission license to Jewar Transmission Limited

- 400/220 kV, 2×500 MVA GIS substation at Jewar
- 220/33 kV, 2×60 MVA GIS substation at Cantt (Chaukaghat), Varanasi
- 220/33 kV, 3×60 MVA GIS substation at Vasundhara, Ghaziabad
- 220/132/33 kV, 2×160+2×40 MVA substation at Khaga, Fatehpur, along with associated transmission lines

UPERC approves Tirwa Transmission’s petition for the grant of transmission license
The Uttar Pradesh Electricity Regulatory Commission (UPERC) has approved the petition filed by Tirwa Transmission Limited for a transmission license to establish a transmission system, including:
- 220/132/33 kV substation at Tirwa, Kannauj, with associated transmission lines
- LILO (Line-In Line-Out) of one circuit of the 400 kV D/C (Twin Moose) Shamli-Aligarh line at THDC’s 2×660 MW Khurja Power Plant
The commission observed that the project had undergone rigorous scrutiny and approvals at multiple levels. It aligns with the objective of enhancing the state’s transmission network, ensuring systemic improvements. Given the comprehensive evaluation of the bidding process and the credentials of the successful bidder, the commission found no hindrance to issuing the license.
The transmission license is granted with the following conditions:

CERC approves Powergrid’s transmission tariff for North Eastern project
The Central Electricity Regulatory Commission (CERC) has approved Power Grid Corporation of India Limited’s (Powergrid) petition for determining the transmission tariff for a transmission asset from its commercial operation date to March 31, 2024.
The asset includes two 132 kV gas-insulated switchgear (GIS) line bays at the Nirjuli substation, facilitating the termination of the loop-in-loop-out (LILO) of one circuit of the Pare Hydroelectric Project (HEP)–North Lakhimpur (Assam Electricity Grid Corporation Limited) 132 kV double-circuit line. The line works were undertaken under the tariff-based competitive bidding (TBCB) model as part of the North Eastern Region Strengthening Scheme-IX.
For the 2019-24 tariff period, CERC has approved annual fixed charges (AFC) of Rs 11.05 million for 2023-24, the same amount Powergrid had claimed.

CERC approves trued-up and revised tariff for Powergrid’s northern region asset
The Central Electricity Regulatory Commission (CERC) has approved Power Grid Corporation of India Limited’s (Powergrid) petition for truing up the transmission tariff for the 2019-24 period and determining the tariff for the 2024-29 period. The approval applies to the loop-in-loop-out (LILO) of the 220 kV single-circuit (S/C) Panki-Naubasta transmission line at Kanpur in the northern region.
For the 2019-24 period, CERC has approved the annual fixed charges (AFC) as claimed by Powergrid, amounting to Rs 18.81 million in 2019-20 and increasing to Rs 19.58 million in 2023-24.
For the 2024-29 period, the approved AFC starts at Rs 18.40 million in 2024-25 and rises to Rs 19.51 million in 2028-29.

CERC approves trued-up and revised tariff for Powergrid’s eastern region asset
The Central Electricity Regulatory Commission (CERC) has approved Power Grid Corporation of India Limited’s (Powergrid) petition for truing up the transmission tariff for the 2019-24 period and determining the tariff for the 2024-29 period. The approval applies to the 02nd 315 MVA (3×105 MVA), 400/220 kV transformer at Indravati (Odisha Hydro Power Corporation) Switchyard in the eastern region.
For the 2019-24 period, CERC approved the annual fixed charges (AFC), which increased from Rs 30.32 million in 2019-20 to Rs 31.63 million in 2023-24.
For the 2024-29 period, the AFC starts at Rs 25.16 million in 2024-25 and rises to Rs 28.02 million in 2028-29.

CERC grants transmission license to Rajasthan IV E Power Transmission
The Central Electricity Regulatory Commission (CERC) has approved Rajasthan IV E Power Transmission Limited’s petition for a transmission license to establish an inter-state transmission system. The project, titled “Transmission system for evacuation of power from Rajasthan renewable energy zone phase-IV (Part-2: 5.5 GW) (Jaisalmer/Banner Complex): Part E,” will be developed on a build, own, operate, and transfer basis.
The Central Transmission Utility of India Limited recommended the license grant in a letter dated September 5, 2024. CERC has issued the license with the following conditions:
- The license will remain valid for 25 years unless revoked earlier.
- The licensee must comply with the CERC (Procedure, Terms, and Conditions for Grant of Transmission Licence and Other Related Matters) Regulations, 2024, and any future amendments.
- The licensee can apply for renewal two years before the license expires, as per Regulation 9(2) of the Transmission Licence Regulations.
- The licensee cannot engage in electricity trading during the license period.
- The licensee must pay the required license fee as per the CERC (Payment of Fees) Regulations, 2012, and any amendments. A delay of over 60 days in payment will be considered a breach of license terms.

CERC grants transmission license to Powergrid Neemuch Transmission
The Central Electricity Regulatory Commission (CERC) has approved Powergrid Neemuch Transmission System Limited’s petition for a regulated tariff mechanism (RTM) transmission license. The license applies to the “Transmission System for enabling interconnection of Renewable Energy Generation Systems (REGS) at Neemuch substation” under the RTM mode.
The Central Transmission Utility of India Limited recommended the license grant in a letter dated November 14, 2024. CERC has issued the license with the following conditions:
- The license will remain valid for 25 years unless revoked earlier.
- The licensee must comply with the CERC (Procedure, Terms, and Conditions for Grant of Transmission Licence and Other Related Matters) Regulations, 2024, and any future amendments.
- The licensee can apply for renewal two years before expiry as per Regulation 9(2) of the Transmission Licence Regulations.
- The licensee cannot engage in electricity trading during the license period.
- The licensee must pay the required license fee as per the CERC (Payment of Fees) Regulations, 2012, and any amendments. A delay of over 60 days in payment will be considered a breach of license terms.
