The Expert Appraisal Committee (EAC) under India’s Ministry of Environment, Forest and Climate Change (MoEFCC) has recommended environmental clearance (EC) and Terms of Reference (ToR) for two ultra super-critical thermal power projects by Adani Power Limited (APL): the 1,600 MW Raipur (Raikheda) Thermal Expansion Project and the 3,200 MW Anuppur Thermal Power Plant.
1,600 MW Raipur (Raikheda) Ultra Super-Critical Expansion:
This expansion project will add 1,600 MW (2×800 MW) to the existing 1,370 MW coal-based thermal plant at Raikheda village in Raipur district, Chhattisgarh. The project is estimated to cost Rs 21.1 billion.
3,200 MW Anuppur Ultra Super Critical Thermal Power Plant:
Anuppur Thermal Energy (MP) Private Limited, an APL subsidiary, will develop this 3,200 MW plant across Chhatai, Majhtoliya, and Umarda villages in Kotma Tehsil, Anuppur District, Madhya Pradesh. The project is estimated to cost Rs 366 billion.
Additionally, the EAC has deferred the amendment request for the environmental clearance of the Tamnar II Super Thermal Power Project in Chhattisgarh.

Author: PPD Team Date: 10/03/2025 India’s renewable energy sector is grappling with execution challenges despite issuing a record 73 GW of utility-scale renewable energy tenders in 2024. According to a report by the Institute for Energy Economics and Financial Analysis (IEEFA) and JMK Research & Analytics, weak demand for tenders, project cancellations, and delays in power sale agreements (PSAs) could slow progress toward India’s goal of 500 GW of non-fossil power capacity by 2030. While…
