The Assam Cabinet has approved the Assam Integrated Clean Energy Policy, 2025, aiming to establish the state as a renewable energy hub. The policy promotes solar, wind, mini and small hydro projects, pumped storage solutions, battery energy storage systems, green hydrogen, biofuel, and electric vehicle infrastructure. It also includes incentives for industries investing in clean energy projects in Assam.
The approval comes ahead of the Advantage Assam 2.0 Investment and Infrastructure Summit, scheduled for February 25-26, 2025, in Guwahati.
The state cabinet has also endorsed the Assam Power Distribution Company Limited (APDCL) Board’s recommendation to issue Letters of Acceptance for a 250 MW solar plant and the development of the 1,000 MW Khagarijan Solar Power Project under the “Mukhya Mantri Sauro Shakti Prokolpo” scheme.
APDCL is implementing the 1,000 MW Khagarijan solar project on 6,611.57 acres in Khagarijan village in Karbi Anglong district. It will be developed under the engineering, procurement, and construction (EPC) model with funding from the Asian Development Bank (ADB). ADB approved a loan of Rs 36.51 billion on October 24, 2024, for setting up a 500 MW grid-connected solar photovoltaic (PV) plant as part of the project. The development will be carried out through a joint venture between APDCL and Oil and Natural Gas Corporation Limited (ONGC).
Assam aims to achieve 3,000 MW of renewable energy capacity by 2030.
