MNRE extends Phase II rooftop solar CFA claim deadline to November 30
The Ministry of New and Renewable Energy (MNRE) has extended the deadline for submitting Central Financial Assistance (CFA) claims under Phase II of the rooftop solar programme, providing additional time for pending applications to be processed under the earlier programme framework. Under an office memorandum dated August 31, 2026, MNRE has amended the operational guidelines to allow eligible claims to be received until November 30, 2026, compared with the earlier deadline of December 31, 2025.
Under the amendment, applications that have reached the redeemed inspected/installed stage under Phase II will remain admissible for CFA if the claim is received by November 30, 2026. The ministry has clarified that these applications will continue to be governed by the respective Phase II programme guidelines.
The extension applies to pending claims under the earlier rooftop solar programme, which has since been subsumed within the PM-Surya Ghar: Muft Bijli Yojana. It gives consumers and implementing agencies additional time to complete the processing of eligible claims that fall within the scope of the Phase II guidelines.
Eligibility
Applications that had been submitted but had not been installed as of April 1, 2025, will not be eligible for CFA under Phase II. Such applications may be deleted from the database, although the affected consumers remain free to submit fresh applications under the PM-Surya Ghar: Muft Bijli Yojana.
The PM-Surya Ghar: Muft Bijli Yojana was launched in February 2024 with a total outlay of Rs 75,021 crore and targets the installation of rooftop solar plants in one crore households. Under the scheme, residential consumers are eligible for CFA equivalent to 60% of the benchmark cost for the first 2 kW of capacity and 40% for the additional kW up to 3 kW. Higher CFA rates apply to special category states.
Group Housing Societies and Residential Welfare Associations are also eligible for CFA for rooftop solar systems with capacity of up to 500 kW.
Implementation
The amendment was issued with the approval of the competent authority and circulated to all states and union territories, distribution companies (DISCOMs) and state nodal agencies for implementation. The revised deadline of November 30, 2026, therefore applies specifically to eligible Phase II applications at the redeemed inspected/installed stage, while the other eligibility provisions of the Phase II programme remain unchanged.
